Emergency Board Initiative (Oct 2026)

Context

With the California Department of Rehabilitation waitlisting all applicants, CTP is under unprecedented funding threat. In October 2026 the board launched an initiative to secure new funding and new client sources. The initiative is organized into six workstreams:

Workstreams

  • Workers' Compensation / SJDB — Supplemental Job Displacement Benefit. BPPE qualifies CTP ($6k training / $600 counseling / $1,000 computer); evaluating a discounted-rate fit; possible relisting on the State EPTL list.
  • VA (Veterans Affairs) — pursuing funding and veteran clients; contact established with a Vocational Rehabilitation Specialist at the VA San Francisco Health Care System (HUD-VASH); meeting scheduling in progress (Oct 2026).
  • Medical systems — outreach to Kaiser Permanente community relations and UCSF contacts.
  • RCEB (Regional Center of the East Bay) — pursuing vendorization for employment services; initial outreach Oct 2026.
  • Cities — Berkeley YouthWorks, San Francisco, Oakland, Marin/Buckelew, Mental Health Association of San Francisco.
  • Outreach recruitment — ongoing calls/emails to substance-abuse rehab, physical rehab, behavioral health, college DSPS programs, and workforce development organizations.
